WIP: Image without SDK

If someone is going to use their own Android SDK, they might prefer the image to be half the size (300MB vs 600MB)

Also can't create a merge request to branch that doesn't exist like no-sdk

fdroid currently doesn't use multiple branches in a repo for managing things. Is there a way to combine these both in a single docker file? It seems like there could be to add the SDK last, and tag this build both before the SDK is added, and after.

Almost, I can re-do it so there are two dockerfiles and the CI builds and uploads both version, tagging one as latest and the other as no-sdk.

I tried that before with https://gitlab.com/fdroid/ci-images, but it made it more manageable to split each Dockerfile into its own git repo. So if you want a no-sdk build, I can make a new git repo for it. docker-executable-fdroidserver-no-sdk?
