Prioritize apps with a Feature Graphic on the Latest page

On the "Latest" tab, the apps are currently sorted by: New vs Recently Updated, and then Alphabetically. This should be changed to New vs Recently Updated, then those with a feature graphic, then Alphabetically.

This would prevent the following situation (which may be common, or may not, time will tell):

• There are four new apps for a given repo update.
• One of them has a feature graphic.
• The one with a feature graphic is not shown in the first position, because it is not the first alphabetically.

We have discussed in the past how we should reward apps which have correct, detailed, up to date metadata. This is one way to encourage people to provide feature graphics with their app metadata. It also provides a better UX for users, because it will be more common for them to see a nice feature graphic on the first page, rather than our random artwork.
