Adding starcom.snd

An android app, that plays web-radio-streams. Because I did not found any open source player where I can edit the channels list, so I created my own one. Added with help of the fantastic German description: https://technik.blogbasis.net/eigene-app-den-f-droid-store-hochladen-16-01-2015

Its pure java with no libs under the GPLv3 License.
