Package submission: Bulgarian Phonetic Layout for Android

Hi,

I compiled this layout package a few days ago out of my own need. Bulgarian phonetic is really THE keyboard layout in Bulgaria, everybody I know uses it.

I copied most of the metadata structure from name.juodumas.ext_kbd_lithuanian.txt (a similar package).

Let me know if there is anything more I can do to help!
