New app: HaRail

HaRail is an app that helps users of Israel Railways find train schedules and routes easily. It depends on boost and I didn't see that in your included extlibs, so I added to HaRail's source tree a stripped version of boost containing only the headers it needs. If there's a better way to do that, let me know.
