add "Featured" category

As part of the UX Overhaul discussions, we want to add a screen that features apps. Ultimately, the list of featured apps can be generated by whatever we feel works best and can implement. To start with, I propose adding a "Featured" category to the standard categories, then the fdroiddata developers can choose which apps should be featured by adding "Featured" to the categories list in the metadata.
