[BREAKING] Remove image publishing to gitlab container registry

GitLab has a hard limit of 5Gb storage across all projects in namespace on free tier.

Given dependabot-core uses non OSI compliant license and I'm not lawyer enough to determine if this project can still be using MIT license even though core license doesn't permit commercial use, this namespace will soon loose the free Ultimate GitLab license and it won't be possible to store docker images using GitLabs container registry.

This mr will remove publishing images to GitLab.
