Label quarantined test reports

This adds a quarantine label to the test issue in https://gitlab.com/gitlab-org/quality/testcases when the test runs in a quarantine job.

If the test failed it also includes a quarantine label in the comment about the failure.

TODO:

• Remove the quarantine label when a test runs in a non-quarantine job
