Decouple hardcoded issue links from reporter

Part 2 of https://gitlab.com/gitlab-org/gitlab-qa/-/issues/639

Decouples the hardcoded issue links from Temporarily disables the test reporter script. Once the hardcoded links are updated to testcases (MR here) and the changes have made it to production, we can reconnect the hardcoded links to the test reporter with https://gitlab.com/gitlab-org/gitlab-qa/-/merge_requests/735. Otherwise the reporter script will fail with the updated links.
