Add pipeline case to ReportAsIssue

Adding case to capture new pipeline staging-canary

Updates the following:

• logic to account for staging-canary in Slack channel selection
• logic to account for staging-canary when applying "found in" labels (label added to group)
• additional Slack reporting spec
