Created a new design. I asked some of the designers for input but they were busy at the time so I went ahead and did this quickly.

@jschatz1 @JobV I designed and coded it already. Its merged just needs an Infrastructure issue resolved to be deployed.

The CSS on the relative pages is missing https://docs.gitlab.com/ce/.

@axil both pages were sharing styles.css I submitted a fix !40 (merged)
