New GitLab user onboarding - Milestones

This came up in a chat with @teemo today! He's got a background in gaming.

Onboarding milestones are helpful to users and make it easier for us to communicate useful resources in the context of their current situation. In a way it also gamifies the experience, since we can build out completion rates for them, and help them learn the tool.

• Sign up to GitLab - what happens? What is the next action?
• Create a project - what do they need to know? What resources will help?
• Create their README.md - what call to action will help them tell the world about their creation?
• Create their first issue -
• Create their first MR - What can we advise them about collaboration/review?
