Add standard contact section to marketing page

@AshleyS , for context, this is related to https://dev.gitlab.org/gitlab/organization/issues/846 ; adding a link to the issue tracker and the chat channel higher up on the page. I would have placed it all the way at the top, but I did not want to mess with your current layout and formatting more than necessary. Let me know if you have any concerns here.
