Social Media Handbook under Marketing

What?

Change the hierarchic place of the Social Media Guidelines handbook, from the top-level /handbook/social-media-guidelines/ to live under the Marketing handbook: /handbook/marketing/social-media-guidelines/

Why?

• 1. It's already represented here: https://about.gitlab.com/handbook/ under Marketing:

• 2. It makes more sense being under Marketing, as the marketing team is responsible for maintaining social media.

How?

Transferring /social-media-guidelines/ to /marketing/ and updating the pages that already mention it.
