What?

Creating a handbook page exclusive for the GitLab Blog and its guidelines, under /handbook/marketing/blog/

Why?

@amara this is just the first step, joining the documents and removing the blog stuff from Tech Writing and Content Marketing handbooks. I'll submit another MR after this one is merged, for us to work together on the new content.
