Clarify dormant username policy
Add a note to dormant username policy to make it clear we do not release contact information and we do not contact active users on behalf of requesters. IMO this would open a whole flood of requests and would put us and users in an awkward position.
In response to a prospective GitLab.com user that made multiple requests for us to contact the user, after already having contacted the user themselves multiple times.
