Add novice page at /jobs/novice and make De Wet Geo novice

De Wet requested to merge dewet-geo-novice into master

The reason we need this is to start directing questions toward the novice, the benefits of this is 3 fold:

  1. The novice will figure out what questions people are generally having
  2. The novice will be forced to learn the topic faster
  3. Reduced question load for our experts

This is adding a new page at /jobs/novice to accompany /jobs/expert and probably creates a need for a future /jobs/specialistplease be sure about this before merging.
