Add hiring intro and move EOE

Sasha Bannister requested to merge sb-hiringstructure into master

The equal opportunity employe info was on the jobs page which didn’t feel like the right spot. We felt we should move that to this page, but it could probably still be reduced. I also included a draft of the introduction paragraph, to be iterated on.
