Move, update test env docs

We're moving the test environment docs for docker and digital ocean to the main docs at https://docs.gitlab.com/ce/install/ as per this comment https://gitlab.com/gitlab-com/support/issues/374#note_22056587

This commit will also update the test environment docs to include steps on how to add a license to test environment.
