Renamed communication to common links, boy scouting, on Infra handbook page

The idea is to rename the Communications section on all these pages... it is confusing. The idea is then also to add more links to this top "common links" section. Kind of your easy go-to.

I added a TOC since the page was getting kind of long. I've found that adding a TOC often invites better structuring at later stages.
