move HIPAA FAQ into a single file

Right now, we answer the HIPAA question in two places on /security and in the FAQ on /products to avoid having to update the site in two places, I wanted to create one file that contains the answer.

I was able to update the /security page. However, since the FAQ in /products is created by this YAML file I was not able to update this text.

Does anyone know how to update a YAML file to also use the hipaa_faq "includes" file I created?
