Update which release the LDAP config default will be flipped

We were going to flip the default for the LDAP config verify_certificates from false to true in the 9.5 release. But we missed it, so it will be flipped in the 10.0 release. https://gitlab.com/gitlab-org/gitlab-ce/issues/33662
