2nd Iteration AH Policy

In this MR I have added new sections to the anti-harassment policy as follows:

  • Added a "role of ICs"
  • Updated the "Scope" paragraph and included language about country specific requirements
  • Added country (and state) requirements for the Netherlands, Belgium, UK and California
  • Minor edits, added a TOC, links and removed VP of People Ops and replaced with Chief Culture Officer

@jhurewitz could you please review this, particularly the country specific sections, before I send onto Sid.
