Add headless Chrome to CI build image

I've compiled this locally, uploaded it to a test repository on dockerhub pixelcog/gitlab:chrometest and run it in the gitlab-ce CI for the karma job. It works as expected:

Once this is merged, I can update the .gitlab-ci.yml within gitlab-ce!12036 to use this new docker image.
