Replace gitlab-runner with gitlab-ci-multi-runner

@jacobvosmaer we try to call it just 'GitLab Runner' (we didn't rename the repo though)

The change to GitLab Runner will land in 0.5.0.

@ayufan I am not a Go developer, does the way it is set up here (with a 'go-workspace' directory) make sense?
