Import from GitHub should not create a group when it is from your personal namespace

When your GitLab username is different from your GitHub username GitLab now creates a group to import the project. This is very confusing. If the project comes from the personal GitHub namespace it should go into personal GitLab.

Can either @vsizov or @DouweM do this for 7.10 ?
