Issue and Merge Request filters have a number of bugs

Steps to reproduce:
- Go to the Issues section of a repository in GitLab
- Enter a search term, e.g. "500 error" into the "Filter by name"
- Switch from the "Open" tab to the "Closed" tab
- The "Filter by name" field will be blank
Expectation: The search term entered in the Filter field will persist so - if I can't find a relevant Open issue - I can check to see if there are any closed issues. This is how it works on GitHub.
This also occurs in the Merge Requests view.
