Broadcast Messages covered by header on login page

Summary

The current broadcast message is not shown, but loaded, on the login page. It is covered by the header with the GitLab logo.

Steps to reproduce

  • Create a broadcast message
  • Log out from GitLab
  • Load the login page

Expected behavior

This I am actually not quite sure of. I would either expect this to be made visible or not even to be loaded at all. Right now, on Chrome the message is not viewable, however on Safari you can simply "scroll up" to see the message.

Is a signed out user supposed to get to see broadcast messages?
