GFM label references are by id, not by name?

Working on #1375 (closed) I noticed that label references are expected to be done by id, not by name, which seems very user-unfriendly. Any reason I shouldn't correct this?

Example: ~14257 gets us ~14257 but ~gfm gets us nothing.

Label names can have spaces in them, do you have a solution for that? Otherwise, I agree and would prefer the human readable form.

Use ~"Label with space" and if there are no space user can omit quote and just use ~gfm

As an aside: I'd love links for milestones as well, so we can use them in the "Assigned to milestone 7.10" system comment.

I considered that and it's probably the best solution, but you'd probably also have to allow single quotes.
