Merged time is inaccurate

I merged a MR at 4:24pm. It is now 6 hours later and this MR is saying that I merged it 11 hours ago. That timing seems off.

Most likely - adding time zone to the popup should solve mystery.

Timeago works fine, The tooltip text is set from the backend. I've updated the time_ago_with_tooltip method to show UTC.

I'm not sure if this is the best way to indicate the time we are showing is UTC related.

I have few more examples where relative dates are not accurate - see #14216 (moved). You can see that there are more issues with this.
