7.10: Adding users to groups does not find any users

CentOS6.6 package gitlab-ce-7.10.1~omnibus.2-1.x86_64.rpm on CentOS6.6 x86

Adding users to groups does not find any users, besides the one user having created the group. No change in behaviour if LDAP is configured or only local userbase.
