Label filter replaces labels in issue/MR titles

Summary

LabelFilter is active in Issue/MR title

Observed behavior

Given a issue title like the following, it replaces omnibus with the corresponding label

Failed dependencies: rpmlib(TildeInVersions) <= 4.10.0-1 is needed by gitlab-ce-7.10.0~omnibus.2-1.x86_64

Expected behavior

No label replacements in issue/MR titles

This is one of the things addressed by !650 (closed). I need to work on it a bit more.

@JobV Blocked until we figure out !1090 (merged) which will hopefully finalize the API for different filter pipelines based on where the Markdown is being rendered.

I see this is almost done. Move it to 8.2 @rspeicher?
