Missing default sort for users with an existing cookie

This was introduced sometime during 8.11's development.

It seems to fix itself if you reset the cookies.

Potentially related to #20753 (closed).

I noticed this too. The sorting on the MR page had no defaults but once I set a re-picked a default, everything worked again.

I think this MR introduced the issue: https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/5453
