Test GitHub importer with Gogs

According to @bkc, Gogs is attempting to support the same GitHub API so that the GitHub importer should in theory work with Gogs when this is ready.

Currently this is blocked by one issue: https://github.com/gogits/gogs/issues/3673

I'd be curious if there are any other issues/problems when attempting to use the GitHub importer.
