Add hover/focus/active states for top navigation buttons

In the top navigation (navbar-gitlab), there are specific buttons for opening the global navigation, go to project, todos, projects, user menu dropdown.

I'd like to suggest to review the states of the top navigation buttons in context of the meta issue #24063 (moved).

• Background color hover effect on navigation toggle is a pattern not used anywhere else (as far as I see)
• Search form has no hover effect
• Go to project dropdown chevron, Todos, New project and user menu buttons do not have an hover/focus/active state

Hello, I've just to started to fiddle around GitLab, and would like to work on some lightweight issues first.

Should I take this up? I might need someone's help as I'm a complete beginner to GitLab. I've setup and run GitLab locally, though.
