Hoverstates for collapsed Issue/Merge Request sidebar

The current state of hover states on the collapsed sidebar is poor:

perhaps have a better default state and hoverstate for the expand sidebar button/link/anchor and assigned avatar as well

@dimitrieh This is a great improvement! Have you thought about making the hover state blue? We have that for the Markdown buttons in the comment box now, and if we're making all links blue on hover it might make sense here.

It'd be great if we could give a hover state to the assignee user picture. What do you think about darkening the border around it?

@awhildy We need a decision on that issue about that, in order for !7777 (merged) and https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/918 to be able to be merged!
