Create new folder from Web GUI

It is not currently possible to create a new folder in a branch through the web GUI. In the same way that uploading a file through the web GUI was a helpful new feature (https://gitlab.com/gitlab-org/gitlab-ce/issues/2520), being able to create a folder would also be a helpful feature.
