Right side of the ui breaks when you refresh the issues page

To reproduce this, go to an issue page that has lots of comments (the regression issue page for example), scroll down a bit and hit f5.

Tested with Firefox 40.0.3 and Chrome 45.0.2454.93 on Windows.

Then use Command-R on MacOS.

also note that this fixes itself when you scroll back up a bit.
To be precise when you scroll until the whole site scrolls up and not just the notes.
