Group MR numbers on issue show page by project and namespace

Description

In accordance with the sorting implemented for #20378 (closed) in !7110 (merged), MR numbers on an issue page should be grouped by the same project, then projects in the current namespace, then projects from other namespaces.

Group MRs on the issue show page by current project, then current namespace, then other namespace projects.
