Cannot change a user's permissions to "Owner" in a group
Summary
I cannot change a user's permissions in a group to "Owner" in the dropdown menu
Steps to reproduce
- Create a group
- Add another user as e.g. "Master"
- Go to the group's members page
What is the current bug behavior?
The new member's role cannot be changed to "Owner", because it's not in the list.
What is the expected correct behavior?
The dropdown menu should include "Owner".
However, it is possible to choose "Owner" when adding a user, so a workaround is to add the user again and select "Owner".

This is a screenshot after re-adding the user as "Owner". When it was "Master", the box showed "Master" and "Master" was marked with a "×" in the list.
