Improve Environment Performance UX

Description
With 9.0, we added initial support for viewing performance metrics for a specific environment. However we were not able to implement the original UX design. We should spend some effort to clean up the current view to better align it with the original vision.

A few of the items I think we should clean up:

Whitespace should be tightened up, for example reducing the space between the X axis and the X axis title -
Potentially shrink the size of the charts, to fit more than one at a time on the page -
Improve font size, face, to more closely align. For example the Environment: production
text. -
Hover line should move all charts at the same time, and they should stay in sync -
Need a title for each chart -
Y axis text and legend text should be able to be independently controlled -
Environment name should be a link, taking you back to the detail page for that environment page. Right now the only way back is the back button. -
For CPU Utilization metrics, we should limit to 4 significant digits. So 0.001%
or10.95%
or100.0%
. It would be ideal if we could have a "%" type field which did this automatically, sort of like what Excel or Google Sheets does.
