The activity feed is not accessible for empty projects

The activity feed is not accessible if the project is empty.

Steps to reproduce

1. Create a new project
2. Open the project URL

What is the current bug behavior?

The page shows how to create a new repository. But there is no way to access the activity feed.

What is the expected correct behavior?

The navigation should allow the user to show the activity feed.

For reference in 8.16, it looked like this
