Issuable sidebar tooltip placement is inconsistent

As you can see in the images above, the copy tooltip is placed overlapping the sidebar border while the other tooltip is outside of the sidebar.
I think we should move the copy tooltip to the outside so that it's consistent with the other buttons but we should get some UX confirmation first
