Fix time-sensitive helper spec

What does this MR do?

We were bitten by a time-sensitive spec again! :)

By using only UTC times, we should be safe.

Not really a fan of this, but as long as it works

Not a fan either, the relative times are much easier to read. As long as we're freezing time, those will still work. We can just do 12.hours.from_now.utc to get UTC times.
