Resolve "Project name cut off with nested groups"

What does this MR do?

• Change group name toggle feature to activate once a certain max width has been reached

Why was this MR needed?

• Current implementation was to begin group name toggle after a certain number of subgroups
• It is better to allow the group names to show entirely until there isn't enough horizontal space
