Allow chat notifications only for the default branch

At this time we don't use the Slack notification service as it would trigger a notification for each pipeline failure. This MR intents to fix it.

There was an issue, which I can't find anymore, to be able to filter on branch names, but I opted not to do that and keep it simple.
