Display all closed issues in “done” board list

What does this MR do?

Right now there are displayed only closed issues without board labels in the closed list of issues board. That is problematic because in case an issue is closed eg. by an MR the board labels are not removed and the issue is not displayed on issue board at all.

As can be seen in the related issue discussion it was decided we will show all closed issues in the closed column of issue board.
