Fix sub-nav highlighting for `Environments` and `Jobs` pages

What does this MR do?

Fixes #30112 (closed).

Why was this MR needed?

When viewing pages under Pipelines > Environments & Pipelines > Jobs, sub-nav doesn't highlight Environments or Jobs link. This was a regression caused by #26348 (closed), this MR fixes the same.
