Split status and confidentiality action
What does this MR do?
It splits system notes metadata actions:
- changing confidentiality was split into making an issue visible/confidential
- changing status was split into actions opened (includes reopened), closed and merged
Why was this MR needed?
We want to show different icons for these actions
