Make MR link in build sidebar bold

What does this MR do?

On the build page, the links in the header are bold, so in the sidebar make the link to the MR bold too.

@annabeldunstone I don't think this is the proper way to bold this. Right? Links should be bold by default?

I don't think we have a default style for all links. Instead of bold, can we do blue?

For other links in sidebars (issues/mrs), we use bold to indicate it is a link.

Ex: 9.2 / Chris Peressini

@cperessini has made a number of issues for our anchors - do we have one for defining when we use which type @cperessini?

Yep, you are right.

We have a Meta issue for reviewing text anchors https://gitlab.com/gitlab-org/gitlab-ce/issues/24062 but for this MR, I think we can keep it consistent and then make an improvement all together. It might even be included in this MR: https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/8394 @cperessini Can speak better towards these efforts.
